During a presentation to council on Monday evening, plant general manager Martin Kazmir issued a formal apology to the mayor and council and the town dropped its public nuisance charges.
Kazmir said the summer shutdown is the beginning of a new chapter for the company.
Kazmir said the company takes blame for the odour and noise issues at the plant.
"I offer a very sincere and complete apology on behalf of the company, its shareholders and our board of directors," he said. "The company over-reacted and took an offensive and unwarranted action against the town."
Collingwood Mayor Chris Carrier said the town has dropped its pursuit of a public nuisance charge against the plan under the Municipal Act.
"Since you have come on board, communications have been better," Carrier said. "The voluntary actions the company has taken have addressed council's concern."
"Hopefully, this will be a new page, a new chapter, in a new book," he said. "We know that we have had odour problems in the past."
Kazmir said the company would have the plant fully shutdown by 10 p.m. on Tuesday. He said the company has submitted its noise abatement plan to the Ministry of the Environment (MOE).
To date, the company has completed 16 of 28 tasks but the final 12 will have the biggest impact. He said 80 per cent of the tasks deal with the wet-milling portion of the plant, which was used by the former Nacan plant.
"I hope the community will see a great big change," he said.
This statement comes on the heels of the company pleading guilty to charges under the Environmental Protection Act and receiving fines of $340,000.
